Terms and Conditions of use for Non-Potable Water Supply

Non-Potable Water - Water that is not safe for drinking or cooking because it may contain contaminants or pollutants that could cause illness


What is a Bulk Water Filling Station?

In order to make water more conveniently available to customers with water-hauling trucks, a Bulk Water Station has been established to meet this demand. Bulk Water can be pre-purchased from the Town of Pelham Corporate Services Department and accessed from one central Town location. A pre-paid access fob is coded with a minimum dollar value of $100.00 and is then used by the customer to access water at the bulk water station. More dollar value can be purchased and added to the access fob at any time. 

Location of Bulk Water Station:

The Bulk Water Station is centrally located at the corner of Canboro Road and Effingham Street south of Regional Road 20 in Ridgeville. 

Hours of Operation:

The Bulk Water Station is accessible with your access fob during the following hours: 

  • Monday - Friday: 7:00 AM to 9:00 PM
  • Saturday, Sunday & Holidays: 9:00 AM to 6:00 PM

Should any administrative problems arise, please report to the Town's Corporate Services Department. 

How to Apply:

Apply Online or In-Person to the Town's Corporate Services Department for an access fob:

  1. Submit application
  2. Mandatory Truck inspection is required. Please contact the Public Works Administrative Assistant to set up an inspection appointment.
  3. Pay administrative fee of $50.00 for each account set up
  4. Pay a $20.00 deposit for each access fob (refunded if fob is returned in working condition)
  5. Provide water-filling truck licence number(s)
  6. Prepay a minimum dollar value to be coded on each access fob for water purchased
  • Application must be signed by person responsible for payment
  • If access fob is reported lost or stolen, it will be deactivated, and the unused portion may be refunded or credited to a new fob
  • If P.I.N number is forgotten it may be obtained from the Town's Corporate Services Department
How to Withdraw Water:

The Bulk Water Station is equipped with a control unit, which allows you to select the volume of water to be dispensed. The control unit can be activated with your access fob to allow you to withdraw water. You will need an access fob with sufficient dollar value remaining for the amount to be purchased in order to activate the unit.


Town of Pelham Bulk Water Filling Station Guide

Filling Instructions:

  1. Shut off vehicle's engine and set parking break when filling tank
  2. Connect 80mm (3 inch) (male) adapter from filling station to (female) coupler on vehicle connection
  3. Tap the access fob against the keypad unit
  4. Enter P.I.N number
  5. Enter the desired volume in litres on the numeric keypad
  6. Press ENT

If you make a mistake, press CLR and re-enter the correct amount. 

To stop the flow of water at anytime, hit the RED STOP/RESET button.

The following terms and conditions of use are required to be met at all times while using the Bulk Water Station located at 294 Canboro Road in Ridgeville:

  1. Bulk water supplied for non-potable use must be used for commercial purposes and must not be used or sold as potable water
  2. All non-potable water users must be inspected and approved for access by the Town of Pelham Water/Wastewater Division of the Public Works Department
  3. Truck inspection is required before payment of the $50 admin and fob fee. Access to the station is not permitted until inspection is complete. Link to sample inspection check list: Sample Non-Potable Water Inspection Check List
  4. All necessary steps must be taken to reduce the overfilling of the tank and the spilling of water on the Bulk Station property and roadways while travelling
  5. There shall be at no time any idling of vehicles on the property
  6. All water carriers are required to have liability insurance for damage to property or person. Where damage occurs to the equipment or property, the water carrier who caused the damage will be responsible for any costs arising from repair
  7. There shall be no loitering on the Water loading property at any time that business is not being conducted
  8. Access fobs are non-transferable and cannot be used by another organization/water hauler other than the organization the access fob was granted to. All applicants are subject to approval to ensure safety requirements are adhered to. Therefore, business who willingly allow unapproved applicants the use of their pre-paid access fobs are subject to fines and immediate suspension of access to the Town's Bulk Water Station
  9. The holder of the bulk water access fob must adhere to all facility restrictions as put down by the Town of Pelham
  10. Hours of operation for accessing the Bulk Water Station. Monday to Friday: 7:00 am to 9:00 pm, Weekends and Holidays: 9:00 am to 6:00 pm
  11. Failure to adhere to any of the above conditions gives the Town the right to cancel all privileges to the water loading station
