Canada Day Vendor Application 

Tuesday, July 1, 2025 | 3 PM to 10 PM | Harold Black Park, Fonthill, ON

Event attendance in 2024 was approximately 6,000.
Vendor Set-Up Times: Tuesday, July 1, 2025 between 10 AM - 1 PM 

Please review the following prior to completing your application:

Acceptance into Canada Day is at the organizers discretion. Successful applicants will be notified by email and an invoice for payment of fees will be attached. Fees must be paid in full prior to the event.

Successful applicants will receive confirmation. 

Pelham Business:  Business premises must be located within Pelham boundaries
Outside of Pelham Business:  Business premises located outside of the Pelham boundaries

General Vendor Information:

  • Vendors will be spaced to allow for event and traffic flow and will be placed at the discretion of the event organizer. 
  • Each vendor MUST be self-contained and provide their own shelter, tent weights, tables, chairs, etc.
  • Vendors are responsible for providing their own lighting, extension cords and cord covers where required. Battery operated lighting options are encouraged.
  • Alcohol based hand sanitizer is required to be at each vendors location for their and public use. Vendors are responsible for providing.
  • Vendors must have a sign stating their name and address on the front of their vendor space.
  • Vendors must arrive between 10:00 AM and 2:00 PM in order to be open for business at 3:00 PM. Vendors will be permitted to drive into the event area to unload and must remove vehicles immediately thereafter. 
  • No vehicles will be permitted to enter the event space after 2:00 PM. 
  • Non-food vendors are to remain in the park until at least 7:00 PM, and Food vendors until 10:00pm, unless otherwise stated by Town staff.
  • Any items on display that were not listed on your application and were not approved are prohibited and will result in your immediate removal from the event.
  • All fees and proof of insurance must be priovided prior to the event. 

Only glasses of wine / beer / cider / coolers will be available for purchase. Bottles will not be available for purchase to take home

Food Vendors:

  • Vendors are required to follow all public health regulations while participating in the  Town of Pelham Canada Day Celebrations. Any vendor found in violation of public health regulations will be required to leave without refund.
  • Food vendors must dispose of all garbage and grease waste off site.
  • Food vendors are responsible for providing their own ice, if required.
  • Food vendors using propane must provide TSSA certification to the event organizers.  Regulations can be seen at www.tssa.org or call 1-877-682-8772.
  • All vendors may be subject to on-site inspections throughout the event by Pelham Fire Services, TSSA and Niagara Region Public Health. 
  • All required documentation, including a current Fire Suppression System Inspection Certificate and the Mobile Food Service Inspection Certificate, are to be available on site for review.  If you are found to be in violation of any of the regulations, you will be closed and required to leave the event without any refund. Fines may also apply.
  • Food vendors are encouraged to use compostable and/ or recyclable service items; serving dishes, utensils, cups, etc.
  • No glass bottles/containers are permitted to be sold in the park. 

Event Safety:

  • The event will adhere to all Provincial, Regional and Municipal Health guidelines. Due to the changing nature of these guidelines, additional measures maybe required. 

Garbage

Food Vendors must leave their sites as they found them, clear of all garbage. Failure to do so may result in the Town of Pelham retaining the $50.00 deposit which will help offset the clean-up costs. The Green Zone will be maintained by the Town of Pelham on a continuous basis; Vendors utilizing the green zone must break down all items and sort items prior to disposing them.

Fees & Payment:

Payment must be made in full by the date indicated on the invoice, or prior to the start of the event or you will not be permitted to attend the event. Cheques to be made payable to: “The Town of Pelham”. An NSF charge will be applied for any returned cheques.
Payment may be made by cash (never by mail), cheque, debit, or credit. The applicable fees will be determined by the information submitted in the Vendor Application.
 

Site Location

Vendors will be located in Harold Black Park. Vendor sites will be assigned by the event management based on the requirements indicated on the Vendor Application. No guarantee of location will be made.

Changes to the location may be made at the sole discretion of the event management. Each location is restricted to the applicant to whom it was assigned. The vendor may not assign its space or permit any other applicant, person, firm or organization to use any part of such space without the express written permission of the event management.

 

Code Requirements

All tents and units must be well maintained and conform to current fire, safety, building requirements and health standards.
Tents must be erected a minimum of 3m (9ft 10in) from buildings. For inquiries regarding building code requirements contact 905 892-2607, ext. 323.

Hydro

Hydro is available at a limited number of sites. Sites with hydro will only be assigned to those participants who indicate in the Vendor Application that hydro is required. All electrical cords should be in excellent condition, with no damage to them, or electrical tape repaired damage, and should be of an appropriate size for the distance and the load being plugged in to them.

Eg:

-50 feet or less with any load under 1200 watts or 11 amps, not less than 16 awg
-up to 100 feet, 600 watts or 5 amps or less, not less than 16 awg
-50 feet or less with a load of up to 1650 watts or 15 amps not less than 14 awg
-up to 100 feet, 800 watts or 7 amps or less, not less than 14 awg
-over 50 feet and 15 amps or 100 feet and 7 amps should be a #12 awg
This is just a guideline that keeps within the safe operating parameters of flexible cords.

Booth Content

This event is a family event, and the event management reserves the right to prohibit the display and/or distribution of materials it alone deems illegal, obscene or otherwise offensive.
Food vendors may only sell food items and cannot sell merchandise. Non-food vendors may only sell merchandise and cannot sell or give away food or beverage items.       
Any items on display that were not listed on your application and were not approved are prohibited and will result in your immediate removal from the event. Random checks will be done throughout the duration of the festival.

Other Situations

  • Other situations, not conforming to the above criteria will receive individual consideration by Event Management



Vendor Licensing By-law: 

The Town of Pelham has announced updates to the Vendor Licensing By-law, formerly known as the Itinerant Sellers By-law.  On November 20, 2024, Council endorsed updates to the Vendor Licensing By-law (formerly the Itinerant Sellers By-law), which took effect on January 1, 2025. These updates enhance clarity, fairness, and safety for all vendors operating within the Town of Pelham.

Who Needs a Licence?
If you are participating in a Town Special Event, here’s what you need to know:

Food Vendors
You will need a licence if you sell food or beverage products intended for immediate consumption, including (but not limited to) baked goods, hot dogs, hamburgers, and sandwiches.

Exemptions

You do not need a licence if:

  • Vendors selling non-food items (subject to Town approval for event participation).
  • Vendors offering products grown, raised, or manufactured as part of an Agricultural Operation.
  • Vendors selling food products not intended for immediate consumption, such as cheese, maple syrup, jams, and jellies.

Licence Options and Fees

Depending on your anticipated participation in Pelham events, you can choose one of the following licence types:

  • Annual Licence: Covers year-round operations (January to December 31), including private events in Pelham (subject to acceptance by private event holders) – $250.00.
  • Limited Licence: Covers participation in specific special events – $25.00 per event.
    • For private events outside of Town Special Events, this licence applies to a duration of five (5) or fewer consecutive days.
    • For Town Special Events, such as the Farmer’s Market, Summer Chill Series, Summerfest, Canada Day, and the Christmas Market, the Limited Licence covers the entire event duration.

Please note: Receipt of a Vendor Licence does not guarantee participation in a Town Special Event. Vendors planning to participate in a Town Special Event should first seek provisional approval from the Town

Vendors attending multiple events may find the Annual Licence more cost-effective.

How to Apply for a vendor licence:

  • Aim to submit your application at least 30 days before your start date to allow time for review and additional material requests, if necessary.
  • Applications are available online or at Town Hall through the Clerk’s Office. Submissions can be made via email to jlegros@pelham.ca or in person at Town Hall.
